The transformation of Mõisavahe 67, in Tartu oPEN Living Lab has officially begun! Located near the city border in the Annelinn district of Tartu, Mõisavahe 67 is a five-storey social housing building constructed in 1993, comprising 36 apartments and spanning 1,658 m².
Originally constructed with a waffle-panel standard design, the building’s aging technical systems have necessitated a complete renovation to provide residents with safe, healthy, and energy-efficient living conditions.
Comprehensive renovation works underway
The renovation has recently begun and is scheduled for completion by 31 December 2025, with tenants remaining in their homes throughout the process. Although some temporary inconveniences may occur, the project will bring long-term benefits, including warmer apartments in winter, a healthier indoor climate, and greater comfort year-round.
The building will undergo renovation using prefabricated insulation elements. It will cover insulation of the walls, roof, and foundation, the addition of solar panels, and the installation of new triple-glazed windows, modern heating, and a ventilation system.
Water and sewage pipes will be replaced, stairwells refurbished, and the basement cleaned and upgraded with new storage units for residents.

Driving the oPEN Lab vision forward
Once completed, Mõisavahe 67 will meet the highest energy class “A” standards. From late spring to early autumn, the building will primarily rely on electricity generated from renewable sources, supported by a battery system. During the cold season, it will use district heating produced 90% from biofuels. Its proximity, just 1 km from the central heating plant, ensures minimal network losses.
As a social housing unit, the renovation also addresses energy poverty, making it a good example of inclusive and sustainable urban development. The building’s transformation is expected to inspire similar upgrades in neighbouring apartment blocks, contributing to the emergence of a Positive Energy Neighbourhood in Tartu.
