From Positive Energy to Clean Energy Transition: oPEN Lab Meets Plan4CET in Pamplona

Oct 15, 2025

On 7 October, our oPEN Lab partners in Pamplona had the opportunity to present the newly renovated San Pedro apartments to project partners of Plan4CET. During the presentation, they showcased the advanced technologies and integrative solutions employed in the renovation—spanning industrialised renovation workflows, renewable energy generation, energy storage, smart operations, and life‑cycle thinking—in line with the oPEN Lab approach to Positive Energy Neighbourhoods.

The expectation is that, over an annual horizon, the renovated buildings will achieve a positive energy balance, producing more energy than they consume. The partners from Pamplona view this outcome as a founding milestone for the future development of a true Positive Energy Neighbourhood.

This initiative aligns deeply with the objectives of both oPEN Lab and Plan4CET as the PEN approach contributes toward Clean Energy Transition (CET) for European cities.

By bringing together the ambitious technical demonstration goals of oPEN Lab with Plan4CET’s mission of scaling clean energy planning capacity, the San Pedro case becomes a demonstrator not only of energy performance, but also of how local authorities, communities, and technology partners can converge to accelerate the clean energy transition.

About Plan4CET:
Plan4CET empowers Europe’s cities and regions to lead the path toward climate neutrality. The project tackles barriers such as limited governance capacity and fragmented planning by providing methodologies, tools, and technical support that help especially small and medium-sized municipalities develop and implement effective Climate and Energy Transition (CET) plans.
