Friends of oPEN Lab: Inspiring Renovation Through Leadership and Creativity in Tartu

Feb 11, 2026

Renovation is more than a construction process in Estonia, it is a societal transformation. With a large share of apartment buildings still awaiting renovation, achieving energy efficiency and climate neutrality depends not only on financial instruments and technical solutions, but also on strong local ecosystems and committed community leaders.

Leadership at the Heart of Renovation

One inspiring example is Mrs Elle Püttsepp, a housing association board member from Tõrvandi, a small town in Southern Estonia. Thanks to her determination and persistence, her apartment building has been fully renovated, demonstrating that even complex renovation journeys are possible when driven by strong community leadership.

Her role goes far beyond her own building. Mrs Püttsepp actively shares her experience with others who are considering renovation. She hosted an oPEN Lab study visit at her building, offering practical insights into the renovation process, decision-making challenges, and the benefits residents now experience.

During the oPEN Lab Renovation Information Day in Tartu, she also took part in a panel discussion, openly discussing obstacles, lessons learned, and the importance of collective action. Her message was clear: renovation is achievable and the long-term gains in comfort, energy savings, and community pride are worth the effort.

Creativity as a Catalyst for Change

Renovation discussions are often technical, full of numbers, insulation values, and financing schemes. But in Tartu, creativity also played a central role.

The South-Estonian writer and poet Contra contributed to the Renovation Information Day by leading parts of the event and engaging the audience through humorous and thought-provoking poems. His unique approach brought a fresh perspective to the topic, helping participants reflect on renovation not only as a technical upgrade, but as a community journey.

By combining expertise, lived experience, and creativity, Tartu demonstrates how renovation can become a shared and inspiring process.
